"One does not have to engage in battle to have underestimated an individual, Starscream." Synapse is not going to be very pretty when the repairs are done. Shockwave is not wasting time or resources on cosmetic repairs. Things are moving along satisfactorily when Starscream decides to push.
He puts down his tools, looking over Synapse's body at Starscream, "I did not have Scourge 'smuggle him in.' Scourge lashed the minibot to his trailer, drove to base, drove to medical, then drove here. Not exactly a move that screams stealth. He then requested to remain through the interrogation, and since he understands the concept of being silent and unobtrusive, I permitted it."
"No, I did not inform you that I had a prisoner. There was no point in doing so until I had information, and quite frankly, I did not want you in my way during the interrogation. But up until that I went out of my way to include you in communications."
Shockwave returns to working on Synapse. They have a deadline, and he needs to get the minibot operational. He can talk and work at the same time. He headfins tilt back ever so slightly as he continues.
"You are glib, Starscream, and you have charisma, strength, and ambition, but you are also a self-serving coward at your core. Paranoid, and after so many years of plotting to overthrow Megatron, you see conspiracy in the least thing. And now you accuse, because doing so is easier than owning up to the fact that you did nothing during this entire affair other than talk to the dark Prime. And had you mobilized, then the Autobots would most likely not have had the leverage of holding one of our own prisoner."

Starscream scowls. "I had my reasons."
He shakes it off. "And your organizational skills whilst I was observing were noted. It's already been noted that you were not the Shockwave I knew. I felt a small test of your abilities was necessary. And I was coming to talk it over with you in person, before everything went down the way it did."
Starscream paused, trying to find the words. Then when he opened his mouth as if to say something, then halted. After a moment, he mutters, "I'll see to it that I have more involvement in similar incidents in the future."

Reasons. There are always reasons. It is those reasons that are never explained, that serve to excuse which have kept them from ending this war, kept them backstabbing and struggling amongst themselves. The Councils reasons, Megatron's reasons, Starscream's...
Shockwave's own.
"It would be appreciated," he answers, words that manage not to come out sounding more like See that you do thanks to that even tone of his.
A few minutes pass, and Shockwave continues, still working, "You want to lead Starscream, so lead. You are not incompetent; if you were, we would not be having this conversation. But as it stands now, you have the loyalty of your fellow Seekers, perhaps, and the Mayhems, though their loyalty is more to the Decepticon ideal than to you. I do not believe they would support either side were there an attempted coup. Loyalty must be earned; do not so blithely squander opportunities which might do so."
"Perhaps Hook's as well, though he is loyal to his gestalt above all else."
He is done with what repairs he intends to perform on Synapse's body for the time being, so he sits and begins repairing Synapse's nodes.
"Who will be on the welcoming committee?"

Starscream doesn't visually acknowledge what Shockwave has said. He does, however, get out of the way to ensure Shockwave is not obstructed in his work.
"Well, Spinister is out..." blast him, "and I'm not sure who else we have fully repaired. You, of course, and Scourge, Hook will be needed to certify Duskwing hasn't been tampered with.. Not Sky-Byte since I don't want him and Scourge bickering. So whomever else we can get that is suitably powerful and willing to follow orders."

Shockwave refrains from pointing out that he could do the check up on Duskwing. He had already mentioned his intentions along that line, and he doubts Starscream is suffering from short-term memory loss. It is a subtle snub, perhaps, but more is to be gained from not pushing the issue at the moment.
"Hrm, and I imagine we do not know how many will be in the Prime's group. Still...that is an impressive enough start. If Needlenose is repaired, perhaps..." Shockwave mutters, voice trailing off as he works to carefully re-wire in a panel pried from the node. He isn't doing a full repair, of course, just getting the nodes mostly functional. Except for that one panel, so carefully excised earlier...that Shockwave will be keeping. "....Dead End has radar tech; he might be useful, let us know if there are more of them than immediately visible. Place Eye-Fire somewhere far enough away to be unnoticed, but in a position to snipe if things go south."
Shockwave looks up from his work, "You might have Sky-Byte, as the remaining command member at base, coordinate the rest and have them on stand-by, just in case." He inclines his head toward the nodes, "This will take a little bit longer. As I said, I will let Predacon Scourge know when he can have access to Synapse, and yourself as well. If there's nothing else...?"

Poor Needlenose. Starscream has lost his Guardian-killer.
"No. Eye-Fire is too obvious. I want him front and centre. It will be a sign of goodwill. The absence of a sniper that they might know about is too difficult. Dead End's absence is less conspicuous than someone designed to turn into a weapon."
Starscream regarded the body he was working on. "No, that is all. I will see to the rest of our arrangements before the guests arrive. We do not, after all, want to be poor guests."
And with that, Starscream leaves.

And finally, Shockwave has his lab all to himself again.
Well, except for the unconscious subject on his lab table, that is. But Synapse does not count, at the moment.
Shockwave's attention is now fully on the task at hand, and hopefully, he will not be interrupted by anyone else before the repairs are completed.
