They'd require a better application than usual.
Also, their own side might try to 'fix' them; you'd have to keep in mind.
Also, Marvel Actionmasters have the specific flaw of suffering depression as a side-effect of being unable to transform. Other continuities might not.

We have had one Actionmaster--Needlenose arrived as an Actionmaster. He was fixed, and isn't one anymore. You'd have to ask his player, but I believe the Actionmaster thing was applied for and accepted with the plan that it would be for one major battle only, and then it would be fixed.

Needlenose actually arrived as one, but he was 'cured.'
It would really depend on the quality of the application and just how much more that "more power" is. It made Needlenose quite potent, but there's more flexibility on the max power level when someone isn't going to stay there. We'd probably be more conservative with a permanent Action Master.
As a note, there's a Marvel prose-story that claims that a Transformer who doesn't transform periodically eventually falls into a sort of depression. It takes place in kind of a branch reality, but the information revealed is still canon (the full Marvel line-up has a lot of crazy branches, after all). This isn't to say that the character can't just learn to deal with it (after all, Emirate Xaaron managed to willingly go so long without transforming that those parts stopped working correctly). It's just something that a player using a Marvel Actionmaster origin may want to play with in their character's personality/development. It also doesn't necessarily apply to any non-Marvel Actionmasters.

So much for gut reaction =) Power wise was thinking beefed up Minibot, so not a powerhouse at all. I kinda like the depression angle, maybe the action master partner could help there. But all just silly ideas in ma head...

A beefed up Minibot sounds all right, but again, I'd need to look at it to be sure!

Then there's IDW, who has Actionmaster characters as regular guys, but without the partners.

Can you point me in the direction of which IDW stuff has the action master please.
Very specific, does Dustcutter scanning a new alt mode that can fly count as an upgrade?

Well, a lot of them are here-and-there. Mostly cameos, but I know off the top of my head that Kick-Off had a good bit in Last Stand of the Wreckers, and Treadshot had a cameo.
Best thing to do is check each AM character's TFWiki entry and see if they have a section for the IDW fiction.

A permanent change of alternate mode would count as an upgrade. A temporary change would not. However, players usually check with admin before scanning temporary modes. For example, I play Skyblast. I checked with the other admin to get permission for him to temporarily scan Dinobot.

If a transformer is powered by energon, do 'jet engines' still need oxygen for combustion, or will any gas do for producing thrust?

Transformers who turn into jets still need an appropriate amount of oxygen in the atmosphere in order for their jet engines to function.
Transformers who are rocketplanes and spaceships are different.

Of course, if you're from Armada/Energon/Cybertron, then you can fly in space even if you're a car. ;D

on that note then, do I need jetfuel to burn with the Oxygen? since I assume rocket users must carry reaction mass

Energon has been shown to burn quite nicely in an atmosphere. There's no reason to assume that energon+oxygen won't burn as well as jet fuel+oxygen for jet propulsion purposes. Basically, unless your character is specifically called out to run on something unusual (Needlenose, for example, runs on a nuclear reactor - see: en.wikipedia.org/wiki/Nuclear_propulsion#Rocket_ships and a number of characters are at least partially solar powered and the Insecticons are shown to run on just about anything and Omnicons are shown to run on unrefined energon in addition to refined), your character is assumed to run on energon like everyone else. Unless your character has been specifically called out to be good at a specific strange mode of travel, we tend to assume s/he can't do it. For example, G1 Bumblebee is waterproof and can operate his car mode without trouble underwater. If we let everyone operate well in vehicle mode underwater, that makes Bumblebee less special and essentially takes away one of his special abilities.

So (finally works up nerve to ask). Question, sez I, as I pet my newest acquisition: Henkei Dark Skyfire. And I can't help but notice...those 'con faction markings. And that his bio has him listed as a scientist. (Yeah his bio on the wiki is like 3 sentences).
WOULD he be...useful here? Because I really do want to pick up a 'con character, one who is personalitywise like the..uh, the opposite of Driftlock here.
/crawls back under rock.
