Xavier is in full overprotective boyfriend mode. This is a perfect time to do something irrational and he will ignore Pierce's attempts to calm him.
"She's the one who followed-" Wait, what did she just do with her phone? "Hey!" he snaps at Petunia, ignoring library rules and trying to shove Pierce further behind him. Puffing up threateningly he advances a few steps towards the woman. "Did you just take a picture of us?!"
Even at the best of times, he'd probably get pissy about people taking Pierce's picture without permission.

What she did was text her partner that the creep she'd chased off from Elly's was here and getting friendly with one of the librarians.

Stop talking, Pierce wills at Xavier. Stop talking right now. Maybe training Xavier on proper techniques for murder clean-ups wasn’t what he should have been concentrating on. It was minimizing suspicious behaviour period.
“Come on,” Pierce murmurs softly trying to very, very gently pull his boyfriend away from the detective. “Please calm down. Let's go outside for a bit and I'll tell Niels to help her instead?”

"But-" Xavier says as Pierce tries to tug him away. But he wants that phone! He doesn't trust Petunia's word at all, and he glares at her as if his gaze could drill into her skull and spill out just what she's thinking.
However, assaulting her in the library for her phone probably wouldn't go over well, so he gives into Pierce's gentle urging with an angry huff. There's a plan already forming in his head. When she leaves, he will follow her and catch her and smash her phone and then smash her head so she'll never bother him or Pierce again. It is a perfect and completely rational plan. Yes.
"Fine."

Petunia watches her librarian wander away with that creepy Mr. Paige. Then she waits patiently for a) a new librarian, and b) her partner.

If Pierce could read minds, there would be SO much disapproval Xavier. So much. As it is, Pierce is left suspicious but unaware of the extent of Xavier’s mildly insane machinations and does his best to calm his partner. He’ll wait until after xavier calms down to find out what was up with the detective’s partner- hopefully anyways.

Oh, Xavier will calm down all right. The sort of calm where he sets he rage on the back-burner to simmer dangerously, ready to boil over again when he needs it. He will protect Pierce. And he will do it by taking out that infuriating lady that saw them together.
Now he just needs a plan...

Maybe Pierce trusted Xavier too much. He could feel the ill intent and murder virtually rolling off of his lover but he’d trusted Xavier to have control. Surely his boyfriend would have sense not to try and chase the detective down so near to the library. Surely he could look away for a minute or so and go talk with that horrifyingly familiar woman he’d just seen heading out of the library.
Pierce steels himself and very carefully makes sure Xavier sees none of his nervousness. He didn’t need to give the other man another target- and especially someone who could probably very easily kill him.
“Behave,” he gently tells Xavier upon spotting Esprit approaching through the glass doors. “I have to go talk with her. She may be a friend.”

Esprit probably spent some time on top a stack of books, silently observing everyone.
Now, however, she is pacing around the car, examining it. There is a slightly ding on one of the doors. She recalls there was a car parked next to them when they arrive, a car which has now left. She considers it plausible that one of that car's doors may have caused the ding. Esprit remembers the license plate. She contemplates finding that person and setting his or her house on fire.
No, Esprit has more important things to be doing, like her job, and murdering cop-killers on the side, and pretending to be a human cop. She unlocks the driver's side door and wonders what the librarian wants with her.

"Yes, dear," Xavier mutters without a great deal of enthusiasm. He watches Pierce for a moment as he heads off to talk with some other woman, eyes narrowed suspiciously. 'Friend'? If she has anything to do with Rook, he doesn't like her.
However, he has more important people to dislike at the moment, and so he turns he attention back to the library to wait for a certain redheaded thorn in his side.
Unfortunately for Pierce, he has a very high-maintenance boyfriend and he really can't leave him alone for a minute without him getting into trouble. He's going to protect Pierce and he's going to do it his way and by himself!

Petunia finishes up her business and ambles out of the library. In her head, she's poking and prodding at the case, wondering what they'll need in order to go digging through decades-old evidence. If it even exists.
She scans the parking lot by habit - Mr. Paige's boyfriend has gone to talk to Esprit. Okay, that is bound to be lolarious on so many levels.
There's Mr. Paige off to the side. Petunia raises her hand in a wave, pulling out her cell phone with the other. She flicks it in his direction and very deliberately takes a picture.
Esprit may glare meaningfully at her about this later.

Well, the librarian really doesn’t want anything to do with her. The only reason he approaches is because duty had compelled him to and even that was beginning to get tenuous at best.
He draws to a stop a respectable distance away, hands clenching nervously. Nothing. He felt... nothing. Even with his drastically decreased range, Pierce still at least felt something at this distance. He doesn’t dare risk trying to touch her however.
“I’m very sorry to interrupt, but... I feel that we have met before?” the librarian asks delicately. There were ways to tell if someone was someone without his empathy after all and Spinister had very... memorable behavioral patterns.

Esprit has already decided what her top ten methods of killing the librarian are. She looks him over coolly now and simply pauses, staring at him, beckoning him to venture further details.
No, she's not going to say, 'Maybe we met in Vegas.'
She's not even going to say, 'Maybe I arrested you.'
He gets nothing until he gives her something and maybe not even then.

Xavier's eye twitches as everything boils. Oh, that is it.Striding towards Petunia, he makes an angry grab for her phone.
Current plan: Take phone, run away with phone, have woman follow, find place to kill both woman and phone without witnesses. Dispose of body to keep Pierce happy.
