Emirate Xaaron, Rodimus Prime, and the division heads count as upper chain of command. Them, plus the division 2iC's, count as full chain of command.
Those who are in 'special teams' report both to their team lead and to their division head. Joining a special team does not remove a character from their division.
A 'special team' lead is a sort of sergeant. In emergency situations where no one of 2iC level or higher is available, they can take charge and give orders outside of their group. Normally, however, they are only supposed to have authority over those in their team.
Punch is unlisted and is not ICly known by the rank and file.
What if a character is in multiple groups?
For example, Oracle is a Wrecker, because she applied for that special team and was accepted. However, she is also a flying Autobot, so she is considered part of the Autobot Air Corps. Her nominal division is Comm/Int, because of her particular skillset. Whose orders she obeys with highest priority depend on what kind of mission to which she is assigned. For example, if Oracle is on a Wrecker mission, she would obey Wrecker orders over Autobot Air Corps orders, if they conflicted. (Certainly, she could point out the contradiction to the officers in question and see if there was a way she could do both things.) However, she'd obey Comm/Int orders over Wrecker orders on that hypothetical mission, because Comm/Int is her division, and divisional orders are higher priority than special team orders. Now, if she was on an Air Corps mission, she'd obey Air Corps orders over Wrecker orders, but Comm/Int orders would still supercede. However, the officers in question should be in communication with each other, and conflicts shouldn't come up often. For example, the Wrecker leader should be informed if the Air Corps leader is taking Oracle off on a mission, and vice versa. About the only time a conflict might come up is if one group is on a secret mission that they can't tell the other group about for some reason.
