Hey, all those conversations with Shockwave have to have been useful for something, after all. Besides, Perceptor doesn't lie very well, except under extreme duress or threat of someone's life (or when the plot dictates it), and even then, it's a crap-shoot. Much easier to be totally truthful, so he doesn't stumble or forget the "story". Besides, he's still cross about that whole abrogation of scientific process thing.
Of course, the first time someone approaches him to "doctor" records for someone... Well, that's going to be interesting.
"Bleachers?" Is Rocky merely musing to himself? Or is this a fairly common activity to attempt to sabotage cable cars here on Pz-Zazz?
Since there seems to be enough actually qualified - or at least licensed - EMTs around and arriving, Perceptor moves out of their way, noting the lady Doctor heading toward the newly arrived, nondescript vehicle.
"Dr. Perspicax?" he calls. "A moment, please?"

Rocky growls, "Bleachers. Drugged up, jumped up lil' gang-bangers. Nutcases, the lot of them." He waves the retrieved pair of bleach bottles. "Their calling cards."
The EMTs continue to work, as do the cops re-directing traffic, and it doesn't seem like Dagger's made anyone scream yet, so all seems to be more or less well, as well as it can be on Pz-Zazz in the aftermath of a fatal accident.
Dr. Perspicax turns, pausing at the door of that terribly non-descript van. Brushing her mane back into place with a hand, she replies, "I suppose it depends on how you intend to define 'moment', really, insofar as a 'Pz-Zazz minute' is commonly meant to imply something much shorter than a proper minute, closer to an infinitesimal instantaneous point in time, and also what sort of measuring device you intend to use to count out this moment, though I would not out it past you to contain a quantum logic clock in there somewhere, and I could hardly argue with the accuracy of such."

Perceptor quirks a brow ride as he regards Dr. Perspicax with wry amusement.
"As a matter of fact... However, the specific unit of time which I require is not necessarily in debate, rather, more, the term 'moment' is merely an abstract, and non-specific measure of time which indicates brief, rather than extended, passage," he explains.
"Primarily I wish to ensure that your associates," he continues, nodding toward that non-descript van, "will be transporting you to a medical facility for examination and treatment? Please do not neglect your own well-being in your haste to extricate yourself from this scene."
"I will be in contact with you later, Doctor. It has been a very great pleasure making the accquaintance of such an advanced intellect." At that, Perceptor turns back to the rest of the scene, pausing on his way to the damaged car to address Rocky.
"Is this sort of sabotage typical for these 'bleachers'? What would their motive be for attempting to enable the collision of two street cars?"

Dr. Perspicax almost smirks. Almost. She smooths her skirt and explains, "The Grail Project is possessed of one of the finest private hospitals on Pz-Zazz. I assure you, I will receive excellent care." She shrugs one shoulder and smiles sadly, "I would prefer to stay off the public record, for my own reasons. It is most gallant of you to be concerned for my well-being, however, and it is duly noted."
"So I shall be quite pleased to hear from you again."
She slides into the van, and she's off.
Rocky growls, "Oh, it's typical enough. Sometimes, they just do it to mark territory, where there's been a killing, or where you can buy drugs. But sometimes, they just wanna see people die, so's they can try to 'talk'," he does air quotes, "to the ghosts. Disgusting lil' sickos."

Mysterious doctor is mysterious. And possibly Up To Something. Perceptor files that away for later.
"Talk to the ghosts?" Perceptor asks, perplexed and apalled. The concept of such chaotic, wanton destruction for its own sake is... horrifying to him. And probably a significant reason why he is an Autobot rather than a Decepticon. "Is this group made up of a singular species? Or are they multi-racial?"

Rocky looks off to the left and admits, "...okay, so they maybe don't exactly want to talk to the ghosts, but the kids are so high on drugs, their brains and boards are like Ardurian cheese. Oh, they're any species that can get bombed enough to start finding nonsense sensical you know? Bet you'll meet some of them on the job. Only they won't be talkin' no more."
And so crisis management goes on.
