Truthfully, part of the reason Needlenose had sent his Nebulans away was to avoid seeing them caught up in his punishment. At 'Oh, shame,' the Targetmaster narrows his optics, clenches his fists, and lays back his antennae. No, he doesn't know exactly what Spinister is thinking, but those two little words are enough to tell him he was right to keep his organic partners away from here.
Because his antenna is now laid back, it's a bit harder to stroke it, but Spinister does manage it. He stiffens, still wary of further abuse, and answers, "I will be more alert to-" and then he tilts his head, managing to avoid the attack to his sensitive antennae, finishing with, "the world around me."
It's almost as though he ceases to passively accept the abuse in order to emphasize the point of his claims.

Spinister hisses, "Why weren't you prior?"
He isn't sure how to take Needlenose's resistance. On one hand, it is very Decepticon to claw one's way out of pain on the way to glory. One the other hand, Spinister cannot help but be disappointed... in himself. Needlenose is his friend, that is true, but if Spinister cannot scare even his friends, he's slipping, these days.
Spinister's been trying to avoid actually injuring Needlenose, because he knows that parts are in short supply, but he thinks he's going to have to resort to it. Spinister is a master of terrifying without ever laying a hand on someone, but several weeks worth of shadows falling where they shouldn't whenever Needlenose looks over his shoulder, strange noises distracting him, and small possessions being moved a few decimeters to the left don't add up to a good public punishment.
Attempting to grab Needlenose by the upper thigh and dislocate his hip joint does.

Such an interesting dynamic those two have.
Shockwave can appreciate the care Spinister is taking. Nothing overtly damaging to body as of yet, but more to pride, making a show of pointing out exactly how displeased Spinister is with his partner. And he is displeased. Spinister delegated those interviews; Needlenose erred, but the fault ultimately rests with his superior for not following up, and Spinister knows this. It is only the Mayhems' autonomy that prevented Shockwave from pointing that out, in a very...consise way.
However, Spinister's tender efforts seem for naught, as Needlenose seems determined to hold fast to his pride. Shockwave's optic flickers; would the jet fight his punishment so, were someone other than Spinister dealing it out, or if it were not public? No Decepticon worthy of his sigil would go quietly to harm, but one thing that was learned quickly under Megatron's rule: Accept your punishment now, or you will regret it later.
Or you might not. You might be too dead to regret it.
Privately to Spinister: //His resistance reflects poorly, Spinister. If he continues to do so, perhaps a more private setting is in order. And more...delicate handling.//

Spinister's attempt to grab Needlenose's upper thigh is successful, and the artist screams in pain as his hip joint is dislocated and he's brought to his knees, one leg out to the side at an awkward angle.
"I was... overwhelmed and unused to the new responsibilities," Needlenose gasps out, and this time a bit of fear does creep into his voice. How far does Spinister intend to go with this?

//He has to show he can fight,// Spinister replies to Shockwave, voice cool and even. //If I took it to a private setting and a delicate handling, can you imagine the jokes they'd make, my lord?//
Contrary to popular belief, Spinister can. His and Needlenose's room is soundproofed for an important if embarrassing reason. He looks Needlenose up and down, considering the pained, kneeling Decepticons dispassionately. Spinister is not enjoying himself. In a moment, he will be enjoying himself even less.
Circling around, Spinister attempts to pry open the paneling on one of Needlenose's wing from the back, so that Needlenose won't see it coming, won't have time to brace himself. Provided that he makes the tear, Spinister taps a major temperature sensor node and a pressure sensory node in turn. The circuitry is beautiful, a work of art. Needlenose is right to be proud, but punching a man in his vanity is always rather effective. He walks in front of Needlenose and purposefully scoops up a handful of scummy, electrolyte-ridden pond water. Calmly, he inquires, "Which one you want shorted?"
The temperature node, which'll probably make him feel like his wing is burning up when it is shorted and blown or the pressure node, for the agony of simulated crushing?
Spiniser does radio Needlenose, //I have Shockwave down my rotors. For God's sake, if you aren't scared or contrite, at least act it. I know I'm the one at fault, and you can take it out of me tenfold when we're alone.//
Yes, the soundproofing does come in handy.

From his perch atop an adjacent building, Duskwing continued to watch; he winced as Needlenose's leg was wrenched awry. That had to hurt; maybe that was why he screamed. Duskwing was a little fuzzy on how Needlenose's transform worked, since Needlenose wasn't a Seeker, but legs were major components on jet-formers. Getting one wrenched like that could go bad in a hurry if a fuel line was torn.
What was Spinister doing to him, anyway? It seemed random to Duskwing.
... he was on Needlenose's case because 'Nose overlooked something? Slag, that sucked. Duskwing hunched a bit, hoping no one noticed him. Duskwing forgot things a lot, or didn't notice them because they didn't mean anything to him. If they did this to a ranker like Needlenose...
Duskwing really didn't want to noticed by the upper ranks here. Not ever.

Needlenose winces and grunts, optics shut tight in pain, as Spinister tears open the back of his wing. He instinctively moves forward, but with his hip joint, he can't get far.
"I... wait, what?!" His circuits! Spinister wants to ruin his masterpiece circuits! "N-" he starts to protest, and there's a hint of genuine fear in there. He cuts himself off when he gets a radio message, and his optics open wider. In one way, though he's being tormented, he's touched by the concern that Spinister is showing. But Shockwave is egging things on, as well?
So they got the crazy Shockwave after all, didn't they?
He gasps, desperate, and sobs out, "Please... I'm sorry... my circuit-work... replacing and reworking that..." and then his antennae droop, and his wings droop. He's failed. He messed up on the interview, and now he's making Spinister look bad in front of Shockwave. Best to suck it up.
"The one on the left." The temperature node.

//There will always be talk, Spinister. But as you like. He is your partner. You should know how best to break him.//
And Spinister proves that he most certainly does. When Spinster makes his threat regarding Needlenose's delicate circuitry, Shockwave actually straightens from his place against the wall. This is...unexpected. Such specialized circuits will take a great deal of effort to replace or repair. Spinister will not be easily forgiven for causing such damage, under "orders" or no. Interesting. Shockwave wonders again, for a moment, just how close the dynamic between the two Mayhems is. There are not many who would risk causing such a wound to one they shared resting space with.
Shockwave settles back against the wall, content to watch once again.

What are circuits but a bit of metal dug out of the dirt and silicon from the beach? If Needlenose doesn't have a lithography lab set up yet that can crank out new circuits, this should be plenty impetus for him to do so. Spinister drizzles the scooped up pond water on Needlenose's pressure sensor node, not the indicated temperature sensor node. Needlenose didn’t think Spinister was going to go easy on him now, did he?
Not when he just asked Needlenose to repay him tenfold. Spinister wants to make sure that he'll get what deserves.
He bends down, and he husks in Needlenose's audio, "Now you're sorry."
With that, Spinister straightens, flicks his hand dry of the remaining water, and he moves to leave, as if he had done no more than slap a 'kick me' sign on Needlenose's back.

If Eye-Fire's optic could narrow, it would. This is getting too extreme, and he had no idea how far Spinister would be willing to go. Maybe he gained some satisfaction out of hurting Needlenose, the same way that Eye-Fire was satisfied, nay, happy, to bring pain to an Autobot
But then he heres the cause of all this, orders were failed. Everything now falls into place for Eye-Fire. HE didn't know the importance of the orders, but now any punishment up to a slow agonizing death would be acceptable.
Eye-Fire would certainly have asked for nothing less.

By the time Spinister was asking Needlenose to choose sensors, the Mayhem had decided he deserved punishment and had picked the sensor that seemed more unpleasant. Thus, he's rather surprised when he feels as though his wing were being slowly crushed. Needlenose screams, because the pain is, indeed, agonizing, but it's also not too far different from what he suffered some months ago at the hands of Omega Supreme.
And then the sensor shorts completely, and the pain stops. Needlenose looks up at Spinister, panting slightly. When Spinister says, 'Now you're sorry,' he only nods in mute response. As the other Mayhem turns to go, he looks up from where he's kneeling, one leg out of alignment, and is about to ask if Spinister is just going to leave him there, when he thinks better of it.
Instead, he glowers out at the crowd gathered to watch, then uses his arms and one good leg to change his position to a seated one that gives him access to the dislocated hip joint. Without a single word, he opens up the panel and begins to work.

Anyone paying attention to Demolishor--and Primus knows who would, no one seems to care about him anyway--might hear him let a heavy but barely audible sigh. He'd been a touch worried there but Spinister seemed to have the whole self-control thing down to a clinical science. He didn't even look like he was enjoying.
Maybe if the crowd moves in in time he'll even see if he can give Needlenose a hand.

Spinister does intend to just leave Needlenose there. A Decepticon should be able to handle himself.
Of course, Spinister is totally going to climb up the side of a building and discreetly watch from a roof. It's what he does. When the crowd disperses and Needlenose is done repairs, he’ll be there for Needlenose to do with him as he will.
Skippable.

Duskwing was still trying to sort out just what Spinister had done to Needlenose. One minute the guy was defiant, the next minute he was whimpering. And that was before he started screaming. What kind of sneaky torture had Spinister done when he opened up the guy's wing? Duskwing shuddered.
Spinister was definitely someone to stay far away from.
Now that they weren't all going to be looking at Needlenose, some of them guys might look up and pay attention to him. Time to beat it. Duskwing turned and jumped off the backside of the building, igniting his boot-jets and flying quickly away.

The "fun", as it were, appears to be over. Eye-Fire understands the need for discipline in the ranks, and even amongst command members. If it had been Eye-Fire in Needlenose's place, he would have expected no less than for Spinister to have done something horrible to his optic.
Nobody really needs know he was here, other than Needlenose and Spinister, obviously, as he was the first person here and had hidden himself quite well in his opinion. But he does want to see if Needlenose needs any help...
Hovering off down the alleys, Eye-Fire transforms into his full form about a block away, and emerges from the alley. He takes a moment to look around before setting off in the direction of the fountain.
Coming up behind Demolisher, he places a hand on his shoulder. Probably not the best of ideas, but he wants his attention.
"Hey Demolisher, whats going on?" Eye-Fire asks. He doesn't try to sound innocent, as he most certainly isn't and would sound silly. He does though sound curious.
