Dark Skyfire would be terribly amusing to have around. Did he show up in the pack-in comics? If so, you could have fun with that wacky continuity as well. It would also be fun seeing how he would interact with the other Decepticon scientists in the game. Only problem is that he could be too similar to normal Skyfire. Adminimus tends to be a bit more apprehensive of characters who are too much like one already in play, so getting him could be tricky. But personally I rather like the idea of him, so I hope that you'll go for it ánd manage to snatch yourself a dark repaint to play with.

In the cartoon, the third war Decepticons basically came out of nowhere, and no one had even heard of Decepticons then when they hit Orion Pax's docks. Also, Skyfire and Starscream were obviously sigil-less neutrals in their flashback scenes, and Skyfire wasn't purple. So Dark Skyfire seems to come from a slight alt-u wherein the Decepticons/Destrons existed as a political organisation prior to the third war, and he seems to have been a full Destron, enough to wear the sigil and wander around in black and purple instead of white. He's a toy-only character, thus far, and we do allow toy-only characters to be apped. The Decepticons could honestly use both more scientists and more fliers, so that's fine. The biggest hurdle with him is that you'll have to justify that Dark Skyfire's personality is sufficiently different from G1 Skyfire. However, if you want to play him as a straight Decepticon/Destron who will never defect, that alone should make him pretty different from Skyfire. Dark Skyfire's bio also suggests that he is perhaps eager to become a warrior and shed 'the clothing of a scientist', which would also be a big personality difference. So, in short, it is possible to app Dark Skyfire as a toy-only character from a slight alt-u of the G1 cartoon, but you'll want to make sure to outline in his personality section (maybe also his fears and his faction question) how he is different from G1 cartoon Skyfire. (For example, Ani Jetrfire and RotF Jetfire had to justify how they are different from each other, sincr they share a name - pretty easy with them, since they are very different. Justifying G1 Swindle, however, would be very hard with Ani Swindle actively in the game, given how similar they are.)

How do the live action movie TFs refuel without access to energon? can they use the same fuel as their altmode?

They have access to energon. Both sides have the ability to create energon, just not on a huge "never need to worry about resources" scale.
It was ruled early on that TF's could use local fuels, but that such fuels are hard on the systems to varying degrees and that afterward the user would need a complete fuel system flush.
In the case of recreational drinking on places without energon (say Pz-zazz), other fuel blends can be used to varying degrees. Again, however, a systems flush may be needed depending on quality.
