A quick explanation of some of the multiversal freakiness we see going here:
Although we only allow characters to be pulled from established canons and from different times along established timelines, essentially each character is being pulled from their very own reality, which explains things like why Starscream didn't go missing 20 years prior to the movie, and so on and so forth.
Now, sometimes you're going to get into the "difference that makes no difference" matter. Technically speaking, is this Long Haul really the exact same Long Haul from this Hook and this Omega Supreme's past? No. However, he is identical to their Long Haul in every way, and had he stayed in his own reality, his future would have been identical to the past they remember. So even if he isn't technically the Long Haul from their past, he is effectively their past Long Haul, and the difference, in the end, makes no difference.
This method of handling things gives us a bit of wriggle room with OCs who request to be present at certain canon events. Now, we're not going to approve an OC who describes doing something that actively alters the outcome of canon events, because at that point their universe becomes an AU and those are disallowed. But it does let people who want to be 'crowd filler' in specific scenes to do so. For canon characters who were in those scenes, we leave it up to the specific character whether that person was present in their own universe or not, and we're fully aware that this will lead to occasional discrepancies.
Now, all that said, in order for an OC to have had more than a "hey, I saw you standing around once" level of relationship with any other character in game, whether it be a canon character or another OC, that player needs the OOC permission of the other character's player. Also, keep in mind that amongst the Decepticons, at least, many of the canon characters tend to be actively very arrogant, and they might easily just ICly not bother to remember someone they view as beneath their notice.
In order to have more than a "hey, I saw you standing around once" level of relationship with a canon FC that does not have a player, you need permission from the admin, and such things should usually be included in the application.
Anyway, just felt some clarification of the way we're running things would be helpful, and letting you guys know that if someone claims to have been in a particular location at a particular time, and you don't want to have your character remember them having been there... well, maybe they just weren't, in your own universe.
