My, they are quite outnumbered, aren't they? It does not help that the grounders have quite a bit of firepower, either! The blue tetrajet blasts through the sky, getting as high as he can, before he cuts the power to his engines. Silently he begins to fall, trying to aim for one of the buildings, and at the last second transforms and crashes onto a balcony.
He rolls for a bit before forcing himself to a stop, rising to one knee and getting out his rifle, playing with the settings, while his optics scan his surroundings. Oh, he can fly around, but he knows how grounders think and what they would expect! He will try to make it a tad bit more interesting.
And nothing is quite as interesting as cheating.

"Huh." Duskwing circles the city in jetform, watching the movements below. "Groundpounders are goin' to ground. Huh. Just like Autobums. Dis gonna be a pain in the exhaust if we gotta chase them into tunnels. I hate chasin' people into tunnels. Probably got zombies, mutants and demons down there, too."
The dark blue jet banks sharply and swoops between buildings, trying for a closer look at a certain large Bolshoi Ballet-style building with a large, yawning entrance. "'member that one. Sure as Screamer's shootin', somebody gonna come out firing from dat spot." Duskwing banks again and pulls up sharply.

Brawl is re-emerging from his hidey-hole just as Wreckage is entering it to haul him back out. He almost bumps into the larger Decepticon, but stops himself before the collision. "Officers, huh?" he gripes, raising the hand not holding his gun in a 'what are you gonna do?' gesture. "First they tell you ta take cover, then they want you to guard the flank. I hope you know where the flank is, because I missed that part of the briefin'." Brawl is being sarcastic, he knows there wasn't a briefing. He's not that stupid. He'll follow where Wreckage goes. Assuming other people know more about what's going on that he does generally pans out well for him.
Of course, soon after he decides what to do, Brawl gets a radio call that confuses him even further, stopping him dead in his tracks. He puts one hand to the side of his head in an unnecessary gesture as he activates his radio, flicking through various channels as he tries to decide what to do. //But-//, no, //Sir, I-//, //Hellb-//. Finally he decides he just can't figure this out on his own, so he burns a lifeline and Phones a Friend. He also kicks a piece of trash on the street so hard that it goes sailing over the rooftops. Being confused makes Brawl angry.

And now it's sniping position? Ah, well, that's compatible with scattering for cover, at least.
Counterpunch continues to jerk and dart around the chaotic streets, driving like... well, like someone who's expert in losing a tail, actually. Eventually he transforms and flies towards a terrace with an overhang and thick, blocking safety rails and he crouches down, scanning the sky. He narrows his optic band - not all the fliers are accounted for anymore. They seem to be short at least one blue jet. He picks one of the others at random and fires a shot at it, then gets back under cover, an audio-sensor out for that missing blue jet.

Cannonball picks himself a building, making his way up the levels until he reaches one that seems to have fresh debris scattered about.
Oh hey, a blue Seeker. Cannonball raises his gun-arm, grinning as he approaches. "Well, ain't I a lucky spawn of a glitch."

Turmoil keeps an eye to the skies as he watches the fliers do visual reconnaissance of the area. As he does, he sights Skystrike and turns his full attention towards her. No doubt she was the one organizing the others. As the wait timer ticked down to zero, Turmoil kept her in his sights and once it did, he fired, a stream of blue fire preceded only by the sound of "TZAKK!"

Hellbender is surprisingly fast underground, especially in those bits of the city underlain by soil and not more layers of Cybertronian tunnels. Those he has to cut cross-shafts through metal for, but the tunnels are navigable enough, so it evens out.
No doubt things are happening topside; meanwhile, Hellbender reaches the SW corner of the map, as instructed and begins to widen out one of the sub-levels a bit, enough to turn around.
"We're here," he tells Rampage, opening the maintenance hatch. "See if you can find a way topside and see what's going on. Ah'll need you to tell me if there's any good targets nearby to hit from below."

Skipping Wreckage due to time out.
"Shoot 'em out of the sky!" Bonecrusher shouts encouragingly to Turmoil, though he hopes his teammates do the same. Orders or not, if one of the fliers hits the ground he's going to be all over them. For now, there's not much else he can do but watch Turmoil's back. What he wouldn't do for a ranged weapon. Maybe he should try ripping one of someone's arm...

Wreckage hardly knows this Brawl well enough to tell sincerity from sarcasm, and his own Brawl was rarely bright enough to have scathing moments, so he simply blinks at the talk of briefings and finding the flank, then composes his features into a mask of stern silence and turns to lead the way. He considers that perhaps he should seek better cover while moving out, but stalking and skulking are things he reserves for rare and treasured moments when he has time to enjoy hunting his prey.
He pauses mid-stride and pivots on the ball of one foot when he realises Brawl does not seem to be following as expected. He frowns, slightly, when Brawl sends a piece of rubbish flying with one fierce kick.
"Problem?" he wonders.

Skystrike seems to have the tactical business well in hand, much to Slugslinger's delight. Maybe if she handles things well enough, somebody higher up will decide she's a much better choice for air division commander than he and he'll go back to being an unexceptional warrior. Or maybe she'll screw it all up, too. He won't know unless she gets a chance, and he thinks he ought to keep her from getting taken out too early. The rest of them can go bend a tailplane for all he cares.
When the timer runs up and the exercise begins, he banks hard enough to stand on one wingtip, wheeling about to look for targets – many on the ground, one in the air. But it turns out he's a little more than a quick hop from Skystrike and he has more immediate targets. Somehow, his posture as he eases into a dive suggests a grin.
"Somebody really shoulda told you before now," he jeers at Wreckage and Brawl as he opens fire for a strafing run with both electrostatic guns, "that all that white paint sure sticks out!" //I've got that white bruiser and the little tank over here, <cue coordinates>, just standing outside like it's a day at the park. I'm gonna see what I can do to them before I head that way.//

"Incoming!" Brawl warns, dropping down into tank mode, which incidentally makes him not so little, and opening fire on Slugslinger with his sonic cannons.

Look, one of the groundcrawlers just advertised his position with a nice blue-white line drawn across the sky pointing back at him! Duskwing dives on Turmoil from the flank, howling down a canyon-like street and opens fire with his lasers, stitching a tracery of laser blasts in the pavement pointing straight at the heavy hitter. At the nadir of his dive, Duskwing unleashes two of his (bog-standard Seeker) missiles toward the ground commander.
