RiD characters are established to have both audio and video capabilities by default in their radio. The 'video' has to be specially generated, however, as they're shown in robot mode over the radio even if they are in alt mode at the time. This offers little advantage, as the view of what's behind the robot is highly limited. Mostly, you just see their head and their facial expressions.
In game, the way this works out is that when a RiD character is communicating with another RiD character, they get the video aspect of the transmission. The same applies to receiving signals from other RiD characters over one of the broadbands. Anytime a RiD character communicates over the radio with a non-RiD character, however, the video portion is lost, and there's only the audio aspect.
Non-RiD characters can upgrade to video communications pretty freely with an IC excuse, but as noted above, it really offers no significant advantages (and can be something of a disadvantage for characters with a poor poker face).
