How come for every cool professional Decepticon there was at least two that needed to try a new medication?

There is a pause as Scourge consults his databanks for the exact wording. One may wish to imagine Scourge doing the air quotes, if one wants.

So why is it that Scourge doubts?
His answer is smooth, //Of course, sir. I have had to address discipline issues with my own men. How has he erred?//
Despite the confidence of his answer, he's not entirely sure he wants to shoot Dead End. Scourge somehow thinks that Dead End will be less eager to wax him - and follow him, more importantly - if he does. Ah, well. Scourge is a clever truck. He'll figure it out.
