OOC: This would be after Capture the Flag. Fuzzy on any other temporospatial relations.
Scourge did not put up a notice in the databanks that he was having this meeting. He did not try to radio all of his people. He did not hunt them down personally. Instead, he tacked up some Gillananese-sized fliers to the lightposts, along with all the other battered and weathered fliers. He used a font that looked more like Gillananese script, but it's still standard Decepticon/Predacon. It explains that Black Operations and Intelligence is having a meeting and where and when.
Scourge is hoping that his people have at least enough attention to detail to notice that the fliers are newer and less beat-up than everything else up there, and on a closer look, that they're not written in Gillananese. The people who don't make it to this meeting clearly need remedial training in observation.
For the meeting spot, he has selected a nondescript warehouse. He would like to meet on top of a roof, but that's really stupid. One can be easily spotted from the air. He's going to have to suppress his dramatic side for this job.
This job. Sigma! He should have Sky-Byte's position! Did Starscream do this on purpose? It moves him away from Dead End, his lovely little Stunticon, and Demolishor, the tank that wishes to learn swordsmanship from him, and it puts him with all the infiltrators, assassins, and spies, who probably think that Scourge's only claim to black operations is his coat of paint.
Scourge carefully and discreetly removed the lock from one of the loading dock doors, entered through, and closed the door back down flush. He's curious to see if people bother to see if any doors are unlocked, if they pick the remaining locks, if they sneak in through a window, or if they just bust through a wall. For now, he just paces, hands folded behind his back.

Fleetwind really isn't worried about why Scourge is in charge of Black Ops. He's really more baffled as to why he's in the division. That said, he is rather observant (as an unobserved danger can be just as deadly as an observed one, sometimes more so), and has spotted the fliers.
The Seeker's primary motivation, much of the time, is fear of his own superiors. Now that his superior is Scourge, that applies double. The pastel jet makes sure he isn't late.
Fleetwind's not much for lock picking, so he methodically checks doors, eventually finding an open one. He shrugs and slips inside, then scans the room.
Oh, scrap. He's the first to arrive, isn't he? Damn it.

There is the purr of a car's engine as it circles the building once, then goes silent.
Outside, Frenzy slips out of Barricade, closing the police car's door as silently as possible before skittering off to investigate the building. From watching Frenzy work, one can determine that the best way to do this is clearly to climb like a spider all over the wall. He peeks in a high-up window - blech, the pastel-wonder and the no-good, bootleg repaint of Optimus Prime that got its mine from Megatron jacking in and jacking off to dominating Optimus-
Frenzy's thoughts go in that direction for some time as he examines the doors. Hnh. One's unlocked. The obvious way in usually gets a mech shot, fried, or vaporized. Obviously, he had to unlock another door without either of the two bigjobs noticing.
Tricksy. The little horror-show grins to himself. //Barr'cade? Need a distraction.//

The black and white interceptor Saleen rolls off a little, moving away from the door Frenzy has chosen and quietly transforms. One distraction to get them looking away from the door, coming right up. A bit dull and rather uninspiring, as far as distractions go (given the choice, he likes to see things crumble if he can work it in effectively) but there is such a thing as overkill, too.
He knocks on the wall, as if sounding it out for a hole to blast in.

This place is bugged by Spinister. Scourge isn't explicitly aware of the fact, but he's assuming that since he put up fliers, someone will have bugged the place. If no has, Scourge would be disappointed. If he wanted a really secure meeting, he'd take other measures.
Scourge looks to Fleetwind. The Seeker arrived on time, he noticed that there was an unlocked door, and his shooting scores are acceptable. However, he managed to blow himself up in his game of Capture the Flag. That adds up to an average performance.
At the knock, Scourge orders quietly, "Check on that."

At the knock, Fleetwind's attention is drawn, and he takes a single step back, but then he's given orders. Orders by the big, scary, Prime-looking leader. That means orders that get obeyed without debate. Fleetwind dips his head once in a nod, then activates his antigravs and slides across the floor towards the wall where the noise came from, looking something like a skater. Once at the wall he lifts himself, shooting upward towards one of the higher windows.
Many arrived in this strange world with an assortment of tools and other useful devices in their subspace storage. Most of what little Fleetwind brought with him would be considered more frivolous, but Fleetwind is both a creative thinking and a respectably skilled escape artist. For example, take the mirror he now pulls from subspace. In his home reality, 'vanity' and 'Seeker' tends to go hand-in-hand. Their build-line is widely considered physically attractive, and most Seekers know it. Thus, most would be amused, but unsurprised, to see this Seeker keeps a mirror in subspace.
Never mind that Fleetwind tends not to think much of his looks. Oh, he keeps himself well cleaned and well-painted, but he's a jet - debris that doesn't even rate an irritant to a ground-pounder can be deadly to a jet. Paint is a protectant. There are good, practical reasons for keeping up his appearance. Also, it gives him an excuse to carry around the mirror he now lifts and tilts about, trying to see what can be seen.1

1 It's also entirely possible for a brief glint of the mirror to be spotted from outside.

At the knock, Frenzy slips in through a window then skitters down the wall to one of the other doors warehouse. He keeps one eye-stalk on Scourge and Fleetwind as he quickly unlocks his door of choice.
Then he skitters away to perch on a box and see if anyone noticed him.

Back around the corner to the unlocked door and through it the Saleen strolls, nodding a greeting to Scourge, and glancing up to quirk an optic at Fleetwind by the window - he doesn't give Frenzy's position away with so much as a glance in that direction. His partner will scurry back to him, or not, when and as he sees fit.
And look, even with all this, they're still not late. Excellent.

At Fleetwind's report that it's Barricade skulking around outside, Scourge immediately guesses that Frenzy is around somewhere. Frenzy took to being carried, either by himself or Sky-Byte, very quickly, which would imply he's used to it. At the meeting prior to Capture the Flag, Frenzy was perched on Barricade. Also, their skill sets would seem to make them a matched pair.
Scourge is not startled to see Barricade. He was expecting at least someone to come in through a locked door, too. Scourge nods to Barricade in greeting and excuses, "I will wait a time for others to arrive, but my patience is not infinite."
He then takes a good look around the warehouse, wondering if Frenzy is already inside here or if he's outside. Scourge doesn't bother hiding that he's looking around.
OOC: Up to Frenzy if Scourge spots him or not.

"He's leaving the-" and then Fleetwind breaks off as Barricade enters. He doesn't look guilty in the slightest when Barricade quirks an optic at him. Why should he? He was just following orders, after all. Instead, he dips his head towards the other in a nod of greeting.
"Good cycle," he greets politely as his mirror is shuffle back into subspace. Then he pushes himself away from the wall as he cuts most of the power to his antigravs, allowing him to land with two very quiet 'clinks.'
At this, he simply falls silent and takes a semi-formal military stance, the sort that look casual but can be snapped quickly into full alert. He is acutely aware of the fact that he's the only Seeker here at present. A single Seeker is noticeable. Put two or more together, and they become virtually invisible (unless one is Starscream): Generic Background Seekers.

Barricade hadn't been expecting Fleetwind to look guilty; he had merely been indicating that he'd known Fleetwind had been up there, just as Fleetwind had known where Barricade had been.
"Understood," the infiltrator replies evenly as he crosses to stand near Frenzy's box to wait for whoever else was supposed to be there.

If anyone in the warehouse had audio sensors on par with Soundwave, they might be able to pick up the sound of a motorcycle engine off in the distance, one completely unaware of what is going on.
The only reason Thrust was assigned to Black Ops is his small statute compared to the others and his sensory array. To Decepticon optics Thrust would appear to have been designed for espionage and the like, but in reality he is not sneaky or observant like the others and was just built to be a grunt and dogcatcher. To that end Scourge has at least one member of his division he will want to either smack or put though training.
------- OOC: unless a flier gets ripped off by the wind and lands on Thrust’s face, it will require someone radioing him to get his aft down there for him to show up.

Eye-Fire is observant. More so than some people might think. He admits that he probably wouldn't have noticed the fliers that Scourge had put up. Maybe if he suddenly needed something to wipe his optic and happened to grasp one of the fliers, then maybe.
But ultimately it was irrelevant. Most people probably know that Eye-Fire likes to go off and disappear. They probably don't know that he occasionally sets himself up somewhere as if he was out to kill and then just scans the town for activity.
recently, on such am occasion, he happened to spy Scourge going from lamp post to lamp post with out actually doing anything. On a closer level of magnification, it was apparent that he was sticking things up. He nearly fell out of his spot as he craned his scope to see exactly what he was putting up.
Even closer inspection led him to the discovery of the meeting.
Currently, Eye-Fire is hovering outside the rear of the warehouse in his smallest gun form, human sized, and is about to break a window to get in.

Privately, Scourge transmits, //Fleetwind, get me Blackarachnia's frequency.// He asks Fleetwind because a) he should know; they were in Capture the Flag together and b) Fleetwind seems to be more average than Barricade and therefore easier to boss around. Of course, Scourge is prone to bossing around gestalt leaders bigger than him. It's something he does and does well.
He then radios, //Thrust! Our division is having a meeting at <coordinates>. Be here.//1
This just leaves Eye-fire, and little does Scourge knows, but Eye-fire is about to arrive.
1 Scourge mysteriously has Thrust's frequency because Scourge's player asked Thrust's player if Scourge's player could have it.
