You will note that we do not disallow defections entirely, but we do make the requirements pretty stringent.
Naturally, if a person is applying to a Canon character with a defection in their background, we won't penalize them for that, although we'll still certainly hold the application up to our normal level of quality. We're also still good with canon characters being applied for who aren't in their 'normal' factions as long as the justification is good enough. Usually the easiest way to do this is to pull them from a point when they'd be more sympathetic to the other side (as with Long Haul), or from so early in their involvement in the conflict that they don't really 'get' what's happening and would be more willing to switch (as with Scrapper). With canon characters who should be 'entrenched' in their faction, but a player wants to run a defection plot in the game itself, the same rules apply there as for original characters: we have to be sure such a plot would be fun for more people than just the player.
Defections, either in the character's background or planned for in-game development, are overdone and require an extremely well-written application, a very interesting personality (one that would be interesting even if the character had not defected), and, if it's planned for in-game, it must include a general plot outline that the Admin feel would be fun for more than just the applicant in the "Goals" section of the application. Right now, defections in some form are probably the single most asked for quality for original characters being submitted by first-time applicants. If every one of these were granted, it would not be nearly as unusual a trait as it's meant to be, and what's more, roleplaying out a defection can be somewhat tedious and tiresome to everyone except for the player of the character defecting.
