She is thinking, perhaps, that Victoria does not serve the Decepticon cause. Ghostfire is thinking that Victoria serves Victoria for the most part and the Transformers in general for the lesser part - and just happens to find Decepticons generally more biddable for her goals. Ghostfire is pretty sure that if Victoria could just mindbend the Autobots sufficiently, she would be happy to keep them, and Ghostfire is not thrilled about that.
Also, bringing up the Matrix is just a sign of a Decepticon leader being nuts.
Ghostfire decides that she and Professor Sharp over there need to go find Starscream and also Scourge, whatever has become of him. She notices that Victoria isn't mentioning him.

Professor Sharp shifts uncomfortably when Victoria mentions the Matrix. After all, unlike Spinister, he was there for Thunderwing's obsession.

The smile Victoria levels on Ghostfire is not a very pretty smile. "He is one of mine, from my rule, and has not yet been convinced that I am so much the enemy as the Autobots believe. He will be allowed to choose, and that will determine his fate."
The problem with serving the Decepticon cause in the current situation, is that every reality has a slightly different version of how to define that cause, and even that definition is tweaked to an individual point of view. In Victoria's mind, the Decepticon cause is the Cybertronian cause- because the Decepticon mindset is more in keeping with the overall purpose of their creation.
"We do not know," she answers Sharp's question, turning her attention to the gadgeteer as she does so, "But given the unique nature of Rodimus Prime's connection to it-" Shockwave did have that little private chat with the alternate Prime way back, "and the fact that it is, essentially, a similar artifact to the one which caused this, I doubt it has disappeared from existence. Been absorbed in the Prime, perhaps, or the Emirate, but not gone."
If that is the case, and either of those two have become Body Divine, Victoria would totally bleed either the Prime or the Emirate upon the statue of Alpha Trion in her lobby if that will get her out of this damned rotting body!

So Shockwave is planning to trap Pincher in a Choose-Your-Own-Adventure? That might work. Autobots can be oddly hung up on the fate of fictional beings.
So, Victoria doesn't want to experiment on her Autobot, doesn't want to experiment on herself... Ghostfire is starting to see why nothing gets done here.

Professor Sharp looks thoughtful for a moment when Esprit mention corpses.
"You know," he says, voice distant as he thinks, "if we could find... well, Misfire or Duskwing would be the obvious ones, I'm not sure if Hellbender ever got recorded, but if we could find someone from our reality," his and Esprit's, of course, "who have back-ups done," because Needlenose, as a Mayhem, would not be backed up, "we could try killing them and seeing if they restore from back-up. You know, to duplicates of their robot bodies."
He shrugs. "Of course, that only helps... them, really."

It is not that Victoria is unwilling to experiment on herself that has caused some of the delay. It is that until now she had no comparisons to work from, no way to identify what made her different from any other meta-human.
"I am unsure," she answers Ghostfire, "But I think not. We have had no actual new live arrivals aboard Ship since the occurrence, though we have had indications of arrivals. But dead arrivals continue as always."
Sharp's suggestion gets a curt nod, and when she speaks again there is much more of Shockwave, more of the Decepticon Commander she was than of Victoria Raines in her voice. "Find them. If we have success in that arena we can attempt to explore similar avenues for those from different reality sets."

Ghostfire nods ever so slightly when Professor Sharp suggests hunting down Misfire and Duskwing.
"Might be worth trying to turn a few dead robots into dead humans," Ghostfire opines, "We have spark extractor schematics on file."

Professor Sharp bounces up on his toes for a moment as he thinks. "Shouldn't be too hard to find an expendable from a spark reality. Plenty of those! But, erm, if they still have sparks, wouldn't Ms Raines have noticed by now?"

"I would most certainly have noticed," Victoria says dryly, "This body has naught but the same bio-electric signature that a normal human body does, though the signatures of each individual do differ. My bio-signature does share some markers with my spark's energy signature, but it does not read nor behave in the same manner as a spark."
"This may not be the same for even those who have a spark from realities other than mine. Sparks are not coalesced in my reality, but diffused, which makes the distribution of mine's signature appropriately thematic, I suppose. Perhaps in say, Scourge or Wreckage, the spark becomes their heart, or brain, as in their correct forms it serves as the foundation for their existence." Swindle is not a good example, because Animated folks can live without sparks. Sort of.
"Attacking the problem on an individual basis could take some time."

Besides, Needlenose was obviously the most manly Decepticon ever.
"Well, it could, but case by case successes are better than no successes at all!" Professor Sharp points out. "By this point, we should all be used to having to use different attacks for different realities!"

"Do you wish your presence known to those left unchanged?" Victoria assumes that the Mayhems have not checked in, given the flow of the conversation.

The answer from both is not unexpected. The Mayhems now have the added advantage of full anonymity. Of course they wish to take advantage of it.
However- "A reliable method of contact would be appreciated," she says as Sharp starts toward the door. She cannot order, could not even were she still the Decepticon commander. Though, she does have their old frequencies. Knowing Needlenose, the pair will have a radio of some sort soon, if they do not already.
