//Air Commander Slugslinger has been found. It is Shockwave's wishes that you deal with him, if it is required.//
In other words, Shockwave is pawning Slugslinger off on Starscream if Starscream wants to get anything useful done with Slugslinger.
//This one is to observe him until then.//

An edge of anger creeps into Starscream's voice, though it isn't directed at Lyzack. //Shockwave no longer commands me. I thought I had made that clear to him. His wishes matter little. Where and what is Slugslinger? Does he know himself?//

Lyzack seems to recoil, anyway, her voice becoming even quieter than usual, //Sir, Slugslinger is Cecil Capello, Assistant District Attorney in Detroit. He remembers who he is. He is also very... 'drunk', as the humans say.//

//The humans are a very primitive and backward species, sir. They do not do this with violence. Instead, they appear to just talk each other into submission. Slugslinger's track record is quite good, sir. He has many 'convictions' to his human name, which is to say that many humans have been punished with fines, incarceration, or other penalties as a result of his words. If he fails, the human is instead set free.//
So no, Slugslinger is not Judge Dredd, sadly.

//Oh, I see. We may as well leave him where he is, on the off chance any of our comrades get into trouble with the human law.//

//That is a wise decree, sir. It may also be observed that if any Autobots find themselves in trouble, Slugslinger may see to it that they, ah, never see another day of sunshine.//
There was not a lot of sunshine when one was effectively stuck inside a black hole.

Being around Slugslinger for any length of time is very similar to being stuck in a black hole, Starscream agrees with Lyzack there. That is what she meant, right?
//Good.//
