Technically speaking, all DZ-3 alternates are also plot characters. For the most part, DZ-3 alternates do not have to be applied for. They are auto-approved.
However, this assumes that the alternates' abilities, stats, and skills are identical to their normal version, and the only differences between the two versions are in their personalities or cosmetic differences (exceptions: minor skill swaps, especially in the cases of 'flavor' skills, like Shortround's toy skills, can be done on a one-for-one basis just by asking an admin).
If a DZ-3 alternate's skills, abilities, and stats are going to be different from their normal version, a plot character app is required. This is partially so that there's a record somewhere of the differences for reference purposes, and partially to give the new plot app system a trial run.
Note: The section that says, "Detail the plot you wish to run with this character, at least in general outline form, from beginning to end," can be answered with "DZ-3" instead of a full plot outline.
