Kup is totally not trying to subvert anyone! He's annoyed that they didn't already have a leader established when Grimlock arrived!
Just because Kup's Grimlock actually has a couple of people he'll consistently listen to does not make it a good idea to not have an established leader with him around. He did once challenge Optimus, y'know.
//Based on what we've been hearing, Starscream's the one they've got in charge. He's powerful, but in his case the problem isn't just raw power. I can think of a couple of bigger guns that still wouldn't be able to hold onto leadership with him around. And already, he almost recruited Wheelie, may well have Skyfire, and probably has a plant in our camp. And we've only been on this world a few weeks.//
//We need someone who can outthink him, and I know my own mind doesn't work in them kinda twists.//

//...Dammit,// Kup snarled, although that's nothing compared with the tirade that Grimlock, Arcee, Jazz, and Long Haul are currently being subjected to. Mostly, he's angry at himself for not having predicted something like this, as well as not having realized that the vote is most likely to go to the nominee from the reality that has the largest representation. Which would, of course, be his. But what experience does Kup have with elected governments that isn't bad? And Kup's biggest problems tend to be when he encounters those rare situations with which he has no comparable experience.
He sighs over the radio. //Any of you guys got an idea how to set up this vote thing so it's fair?// he asks tiredly. Xaaron? Please help?
And then there was Mirage's comment about what will happen if a Matrix bearer shows up.

Great, a child supports him. It's a good thing that Holi doesn't know what Emirate Xaaron does to Micromasters. Does he have to get Holi an energon goodie now?
Voice distant and chilly, Emirate Xaaron suggests, //Secret ballot with two witnesses from different universes to ensure that no one votes twice would work nicely. Just drop your vote off in a box and walk away.//

As Xaaron lists the qualifications, one name immediately springs to Kup's mind. //Swerve.//
He pauses, and considers. //Not so sure on the others, though. Wedge, maybe? Or Bumblebee, or Mirage, I'm thinking. Mirage is another only-rep from his reality.//

// I agree. I would suggest Mirage, to balance out Swerve's... more abrasive nature for those who may feel too intimidated otherwise. Additionally, Mirage, unlike Bumblebee, is familiar enough to those from the reality which you, Kup, and I appear to have been removed from to comfort those individuals, as well as add an additional measure of legitimacy to the proceedings. Given that the current bulk of our population seems to have been removed from that reality, it would, I believe, serve well to the mechanism ultimately chosen to lead if as many individuals as possible were made and kept comfortable about these proceedings. //
// Particularly since this is such an... unfamiliar process to the vast majority of us. //

//Personally, I would have suggested Synapse.// It's always the quiet ones. Perhaps he should be more suspicious of Synapse, but Emirate Xaaron knows that he doesn't trust Mirage. //Mirage likely possesses both the skills and the mind to use them to forge a vote, and he's made his opinions on Primes clear. I will also note that Swerve hates me.//
Yeah, it's that obvious, and Emirate Xaaron can notice things far subtler.
What, does Kup want the vote to get mucked up? Maybe he does.

//Xaaron, Swerve hates everyone. He fraggin' attacked me during the interview. As long as it's equal opportunity hate, I'm good with it for this purpose.//
//A point about Mirage, though, although if we don't use him, whoever's watching the boxes should have Tiny with 'em.//

// Not to change the subject, // Perceptor interjects, // however, given that I am now to attempt to keep a Junkion occupied, has any additional thought been given to a plan to validate Hardwire's loyalty? Scavenging teams are likely to return sooner rather than later, and Junkions are known for their near amazing ability to effect repairs on seemingly hopeless mechanisms. I will need to address Hardwire's radio at some point in time, and I doubt my ability to continue to convincingly dissemble should he directly confront me on the matter. //

A thoughtful pause. //How about the kids? Holi doesn't look like he's got a deceptive circuit in him, and I'm not sure Wheelie gets the idea of someone being "in-charge" enough to care.//

//Nightbeat, we do not beat our prisoners,// not in public where Perceptor can hear, anyway. C'mon, Emirate Xaaron is trying to seem respectable, here! //He's much more useful to use, the less he knows about what we know.//
Emirate Xaaron makes a 'nnn' noise and reminds, //Didn't I just say someone bright enough to watch for tampering? Fine. Swerve hates everyone. Swerve and Synapse?//
//Just what do we want to do about this Sell Sword fellow? Currently, neither faction should have any appreciable funds. A loyalty than can be bought can be sold at a later date, which is assuredly something to keep in mind. I don't want the Decepticons to gain another ally if the fellow is at all useful, but if they come into a cache of funds, they might, anyway.//
He has a headache.

Xaaron is not the only one with a headache.
Pairing Swerve with Synapse might qualify as "cruel and unusual." Kup decides that they're going to have to get used to each other, anyway.
'A loyalty that can be bought can be sold at a later date.' Just talking about Sell Sword, Xaaron, or are you making a reference to Kup's past? //A smart merc is one that completes their contracts even in the face of a better offer. You develop a reputation for being unreliable and eventually no one's going to want to hire you. I've never heard of the guy, which could mean he's new, not from my universe, or just doesn't have a rep. The last option is one you gotta be careful of.//
//That said, we really don't have anything to offer him. Most of our spare energon is going to trying to get Omega Supreme fueled, and we don't even know what else he takes yet.//
Kup sighs. He really doesn't want to go into this next bit, but he has to.
//So do we have the nominees give their qualifications over the Autobot frequency, or do we try to gather everyone up at once? And do the nominees get a vote?// If they don't, Xaaron looks to be losing out on at least two votes. Three if he was planning to vote for himself.

Emirate Xaaron totally is, Kup!
//We have no idea if this Sell Sword is a smart merc or not. We could pay him in information and... toys, but I’d rather not put either of those in the hands of someone apt to turn around and hand them to Starscream when the 'contract' closes.//
//Are nominees not Autobots expected to serve with their lives? Would you deny them the rights given to a common Autobot even as you increase the responsibilities?//
Pause.
//Hardwire won't be able to hear the qualifiers on radio. I suspect that really okay, though.//
