Bovos assumes, naturally, that Shockwave doesn't expect to actually get that cut.
That's not how these things work, after all.
"Mmmm, but we are providing all of the starting materials, are we not?" he asks smoothly, ears laid back on his head to express an annoyance he doesn't feel. "Given our substantial material investment, I would say that thirty-seventy sounds far fairer, mmmm?" In fact, the final number will be much closer to Shockwave's proposal than Bovos's counter-proposal - he is expecting to receive only a small cut until he reaquires the casino, and besides, a small cut is better than none.
But it just wouldn't be proper not to make them work for it, would it?
